Even in the context of Israel’s restoration, glory, and Messianic hope (esp. 9.9 and 11.12), the Lord warned His people about “household gods,” “diviners,” “false dreams,” and “empty consolation” — “Therefore the people wander like sheep; they are afflicted for lack of a shepherd” (10.2); “Those who buy them slaughter them…and their own shepherds have no pity on them” (11.5). Jesus observed these consequences in His day: “When he saw the crowds, he had compassion for them, because they were harassed and helpless, like sheep without a shepherd” (Matthew 9.36). The takeaway is two-fold: (1) For all, beware whose voice you hear and heed; and (2) For would-be spiritual leaders, “Woe to my worthless shepherd” (Zechariah 11.17).
