Notice some of the phrases used throughout Numbers 28-29: “at its appointed time” (28.2; cf. 29.39), “pleasing aroma” (28.2, 6, 8, 13, 24, 27; 29.2, 6, 8, 13, 36), “without blemish” (28.3, 9, 11, 19, 31; 29.2, 8, 13, 17, 20, 23, 26, 29, 32, 36), “according to the rule” (29.6), and “in the prescribed quantities” (29.18, 21, 24, 27, 30, 33, 37). In summary, 29.40, “So Moses told the people of Israel everything just as the LORD had commanded Moses.” God cares about the details, because He cares about obedience — i.e. submitting to His will, honoring and glorifying Him — and with this the New Testament concurs. Matthew 7.21, “Not everyone who says to me, ‘Lord, Lord,’ will enter the kingdom of heaven, but the one who does the will of my Father who is in heaven,” and Hebrews 5.9, “He became the source of eternal salvation to all who obey him.”
