In chapter 1, Habakkuk questioned why God had not punished the evil about him in the nation of Judah. The Lord answered, “For I am doing a work in your days that you would not believe if told. For behold, I am raising up the Chaldeans [Babylonians].” (Verses 5-6) Habakkuk then questioned why God would use the Chaldeans to carry out His punishment on Judah, since Judah was not as wicked as Babylon. “Why do You idly look at traitors and remain silent when the wicked swallows up the man more righteous than he?” (Verse 13) God’s answer in chapter 2 is comparable to what Paul wrote in (Romans 2:6, 9, 11). “He [God] will render to each one according to his works,” that “There will be tribulation and distress for every human being who does evil,” “For God shows no partiality.”
